Hi, it's been a while. I'm setting up my first rig and wondering if it's feasible to overclock the locked i5-4590 on a Gigabyte H97 (GA-H97M-D3H)? Let me know your thoughts!

Yeah,
You have to overclock the BCLK and not all motherboards will allow that.
You could go into the BIOS or UEFI and see if it's an option you can change. (Typically set to 100MHz)
I see an option for "CPU Base Clock j" under the "MIT Current Status" in your UEFI:

That might be the BCLK setting that you would need to change for a complex overclock.
Be careful, I'm not gonna do the math for you so I hope you know what you're doing.

when discussing Intel chipset, you should use an i5 or i7 processor with a "K" ending, like the 4590K, which can be overclocked, while the 4590 cannot. for motherboards, H, P, Q, and B are not suitable for overclocking; you need a "Z" board such as Z77, Z87, Z97 (LGA1150), or 170/270 (LGA1151) to handle an overclocked CPU.

I don't feel the same way. Previously, you could handle things like this since there were more choices for adjusting bus speed through locked multipliers. Now, it seems you can barely affect the bus speed at all.
If you download Intel XTU, you'll be able to see which settings are modifiable.
