The PC details include an i3-4170 CPU at 3.7 GHz, an ASRock H97M motherboard, 8GB DDR3 RAM, a DeepCool tesseract case, and an EVGA SuperNOVA 550 GS power supply rated for 80+ GOLD and 550W.

This is slowing me down. The i3 isn't powerful enough for the GTX 1060. If you limit the frames to about 45-60, you might get better performance and prevent the CPU from reaching 100%.
Task Manager is not very useful for monitoring; I’d prefer using Afterburner with an overlay to keep an eye on it while playing without interrupting the game.
I’ll try capping the FPS and see if it helps.
