How to open this junk lock?

The lock on the communication box is an old, rusted one, and I’m not sure what it’s named or how to get it open. If all else fails, I might have to damage it or the whole door.

There are no legal issues involved, most people don’t pay much attention, I’m planning to replace the door, though I’d rather avoid altering other components.
