How can I modify this cursor on the Photoshop ruler to make it thicker and more precise? I want it to be thicker than the ruler points so that it’s harder to control images with it, especially in older versions where the cursor thickness matched the ruler points.

It seems there might be some reliance on the ruler unit configurations. For more details, you can check the following resources:

If Perferences is chosen, the right side menu now includes "Cursors" – refer to that section.

Thanks but it appears there isn't a solution for that issue. Photoshop 2024 has a poor cursor for rulers, while the video guides I found on YouTube use a better cursor that works with the latest version. I noticed some screenshots of Photoshop 2024 showing the same thick cursor, which doesn't help much. If I need to make manual adjustments while watching a ruler, I can't accurately stop at a specific pixel (like 300 horizontal or vertical). This makes it difficult to know if I've reached the exact point. I think I should reach out to Adobe support for assistance.

You might find it helpful to follow these steps:
Create another layer, add a shape sized precisely to your requirements—use the marquee tool for exact measurements. For instance, set a simple block 300 pixels wide.
Draw a guide line along the shape’s edge; it will align perfectly.
When adjusting positions, the shapes tend to match the guide line, similar to how they align with canvas edges (unless you hold Ctrl for full freedom).
Reuse the same helper shape layer throughout your project.
It would be ideal if the ruler marker were pixel-sized, but when you zoom out, even a single pixel on the screen becomes larger than a pixel on the canvas. (For example, editing a 30 MP photo on an 8.3 MP 4K display)

And I am puzzled as to why there isn't a particular pixel readout that changes when the cursor moves.
So, use the ruler to roughly estimate the position and then an entry to adjust 301 or 299 to 300 if cursor control or clarity isn't sufficient.

I'm not sure about the exact modification you're aiming for. If you're using the rectangular marquee, press Ctrl-T to obtain a transform box. Navigate to the toolbar, enter the desired Width or Height in the corresponding box, and adjust the value using the cursor keys. The adjustment will be visible in the Info panel. A single click makes the change, one pixel at a time, eliminating the need to read the ruler. Once the transform box is positioned correctly, pull a guide from the ruler and it will align precisely.
