I chose to attempt downloading the TekKit launcher. I'm planning to set up a server for a few friends, not a full-time project, and I'm seeking advice on how to build it. I'm unsure about the technical steps and was hoping for some recommendations. Thanks, JTB! Also, I'll mainly play TekKit Classic, though custom packs might offer some variations.

No, I don't plan to host it on your PC.

I wouldn't bother with tekkit because it's unstable and prone to crashes. Your computer would be safer using a server for games like Resonant Rise 3, which is what many creators use (such as Yogscast for Minecraft). It’s more optimized, runs on the latest mod versions, and lets you use newer Minecraft editions.
