Your CPU is operating at full capacity.
Verify in Task Manager which processes are contributing to the high usage.

You mentioned the CPU temperature but not the GPU. Please run HWinfo and install it, using the sensors only setting. Look at the GPU sensor details. When it seems ready to stop, capture a screenshot of the HWinfo window and share it here. Repeat this for the CPU temperatures. Taking photos of all sensors and moving between them will help ensure complete coverage.

Have you experimented with lowering the frame rate in v-sync to prevent the GPU from overheating? I maintain a 50 fps setting to avoid excessive heat.
