I bought Windows 8.1 Pro Student from Microsoft, downloaded it onto an external HDD, and now I’m setting up a new desktop without any operating system. The installer is an .exe file, but there’s no OS yet. I need to transfer the flash drive to the new computer. Could you guide me on how to do that?

I did that, which caused it to save as an executable file. I’m not sure how to run it without an operating system.
You can obtain the .exe file from the website and run it on another Windows PC. It will request a keycode, then provide you with the Windows installation ISO file. Once completed, it will prompt whether you wish to update your current PC (which you shouldn’t) or generate a bootable media. Select the desired option and choose the storage device (such as CD/DVD or USB stick) for installation. Remember, any files on that USB stick or DVD (if removable) will be deleted. After setup, insert it into the PC where you want to install Windows. Ensure the chosen drive appears first in the boot sequence.
