I just installed a brand new computer with the Windows installation media, and I’m pretty sure it set up Windows 1909. To get Windows 1903, you’ll need to boot into the correct version. Try using a bootable USB with Windows 1903 media or follow the installation steps for that specific version.

Microsoft retires previous Windows 10 releases once newer versions arrive and known problems are fixed, typically within about a month after launch. The upcoming update (version 2004) is in final stages and slated for release in March or April after successful testing.

You might look for it in the Windows 10 update catalog. It's unclear if they still offer complete updates.

You can check if someone has an older version of the file. For instance, I have it, but I believe you haven't revisited this discussion again.
