I purchased cities skyline but it isn't available on Steam, and there are numerous mods on the platform. Could there be a method to obtain those mods from the workshop?

It seems the system needs Steam to function, even though you don’t own it on PC. Every retailer provides a Steam key, but if you need the Steam Workshop, purchasing the full game is the best option.

The retail boxes include a Steam activation code... that’s the standard way to launch the game. If you genuinely purchased a physical version and it functioned without needing a code, you likely obtained an unauthorized copy. I strongly recommend creating a Paradox account and reporting the purchase so they can resolve the issue.
