Adjust the tune files to the correct location. The path you're missing likely needs to be added directly to the mods folder from the root.

I can't play GTA at the moment because I'm waiting on my new GPU, but once it arrives I'd be more than happy to screen share on skype and walk you through it if it has to come to that.
