The CPU manages itself independently while handling single-threaded tasks. You cannot compel it to act. Attempting to force this could lead to significant thermal and power problems if done consistently or across multiple cores.

Does the program require the extra speed (3.5Ghz)? The processor will automatically increase its performance. If a game demands more power, the processor will switch from 2.5Ghz to 3.5Ghz. Should this happen, will I need a more advanced cooling system since the processor might consume more power while running hotter? Appreciate your time.
