I understand the H61M chipset doesn't support CPU overclocking, but can I still boost my RAM performance? My setup includes an Intel i5 2400 @3.40 GHz Turbo (operating between 30-95°C), Corsair Value Select 16GB RAM at 1333MHz (8GBX2), and an AMD Radeon RX460 with OC Edition, along with an Asrock H61M-DGS.

95c is close to thermal throttling. Try a different paste or upgrade your CPU cooler.
I'm using just a piece of the Intel i7 6700 cooler and it's really bad for my CPU.
