Can you retrieve the laptop's bios information? It's typically accessed by pressing f2 or deleting during startup. Verify the boot sequence, making sure USB boot comes before the hard drive when ChromeOS is active. Next, attempt using a live USB or a Windows installation USB again.

I can view the BIOS settings and USB devices, though some bootable drivers show names before them. The USB appears empty, so I need to figure out how to resolve that issue.

I damaged the picture and kept the USB connected, but I burned it once more and the computer keeps restarting endlessly. It seems to be functioning now.

I used the recommended tool for creating the iso/img file on the USB drive. You can also try using dd directly in Chrome OS, which works well with a command like:

`dd bs=4M if=path/to/archlinux-version-x86_64.iso of=/dev/sdx conv=fsync oflag=direct status=progress`

After writing the file, you'll need to configure your BIOS to boot from USB and possibly enable it as a priority. Alternatively, you can select the USB during the initial boot sequence.
