Settings are generally kept consistent across sessions. Are you suggesting each browser use starts from scratch?

Not unless I maintain the website. But if I close the browser and return to the same site, it repeatedly asks me the same cookie questions.
If I need to restart the computer, my banking page insists on re-authorizing with another verification code, even though I was just logged in last night.
If this is only happening when I run CCleaner, I'd be slightly annoyed, but it feels persistent.
