Running Windows 10 Pro version 22H2
I have an All Bookmarks folder that I can't remove from Chrome in the upper right corner of the browser.

I've tried the steps in this thread but I don't have the power-bookmarks-side-panel :

Anyone have suggestions on how to delete it or make it disappear?

It appears to check for items in your "Other Bookmarks" folder, which holds everything except the bookmarks and folders on the main bookmarks bar on the left. Otherwise, it seems unable to be hidden unless the bookmarks bar itself is hidden completely.
I mentioned "Other bookmarks" instead of "All bookmarks". Navigate to chrome://bookmarks in your address bar and remove anything in the "Other bookmarks" section on the left. It works for me. I set up a custom Chrome profile, but it wasn't included by default. Included one bookmark in the "Other bookmarks" folder and it appeared. Removed that bookmark and it vanished. Put it back into the "Bookmarks bar" and it showed only on the left.
