I favor the Windows USB/DVD Download utility referenced by DimasRMDO, as it’s confirmed to function with Windows ISO files (some Linux-based boot creators performed less reliably). You’ll also require a Windows 7 Professional ISO copy. Previously, you could obtain them from DigitalRiver, but I’m uncertain about current sources. If you possess the Windows 7 installation DVD, you can generate an ISO from it.
