In my view you should opt for 64 GB RAM (2X32 GB, not 4X16 GB) from the start. However, that's just my perspective—you decide what works best for you. It appears it can be challenging to locate a 64 GB RAM package in some stores. You might need to order one internationally. Also, it could be advantageous to buy from multiple sources, since certain items are available in some places and not others. I’ve tried buying two RAM kits just to gauge the overall cost, along with the cases and monitors. This is merely to give you an idea; I’m not recommending purchasing this system!

Mini-ITX tends to cost more, but offers a much denser board. Micro ATX usually provides the lowest price, especially with simpler boards, though some good options exist. ATX mid-towers are also budget-friendly, making a combination of Micro ATX board and case a reasonable choice. For any work you do, a UPS is highly recommended. A 1000VA unit is wise for future upgrades, like adding a GPU for performance needs. You might also want to include your modem and monitor if you need to see shutdown events or save your progress manually. The same applies to the 750W PSU—consider it for future upgrades such as adding a 200W+ GPU. If you're using low-power GPUs, a 550W unit is sufficient. Cards like 5060 Ti/9060XT would work well.
