A 120mm AIO may have trouble maintaining the 9600k temperature. Intel CPUs generate significant heat. The PSU I own is a budget model and not something I would purchase or suggest, though it performs better than many low-quality alternatives available. However, I wouldn't be overly concerned about the 5ghz clock speed. It's merely a figure, and in practice, you won't notice much difference between 4.8 to 5.0 except in test results.

What GPU do you have? This is a decent budget PSU from Corsair. 550 watts will be enough for most rigs. The 650 watt is not much more, but there is no reason to pay more if you dont have too.
