I've been experimenting with lowering the voltage on my i7 9700k to reduce temperatures, but stability remains an issue even at a vcore of 1.21v. Some users report success by overclocking, so I'm questioning whether they have superior silicon or if my setup is subpar. Looking for advice from others who've tried undervolting this CPU and shared their results.

You missed the silicon lottery. Clearly, the all-core turbo around 4.5ghz doesn't seem to require much more than 1.2v to keep it running. Since 5ghz needs about 1.35v, locking in a base frequency of 3.6ghz and turning off turbo boost could help you find better undervolting settings.
