It's quite common. My score was 4.3 when using the stock cooler. It seems to be pure chance.

The G3258 is actually quite enjoyable to push to higher speeds. However, I wouldn't suggest using the built-in cooler for anything above 4.4Ghz. I was able to reach 5Ghz with a regular hyper 212 evo, but as scuzzycard pointed out, how far your chip can go depends largely on chance.
