I understand, but at the smallest resolution of 1024x768 with basic settings, he’d likely achieve over 400 frames per second. This device can easily manage it at 1080p without any issues.

Everyone agrees on that. CS:GO is pretty easy to play compared to older titles, and you can usually hit over 100 frames per second when everything is set to full quality.

You may observe a boost in frame per second, but exceeding your monitor’s maximum refresh rate offers no real benefit. Particularly beyond 200 FPS, the gains are negligible. In-game performance won’t change noticeably whether you’re at 200 or 400 FPS.

CS:GO isn't the easiest to achieve high FPS on. With an i5-4670K and 980TI, you typically see around 300-450 frames per second at 1920x1080 when all other settings are kept low, except for textures.
