well i can just downclock it to 3600, future proofing, also if it runs at 4000 is there any danger... also another question... i have two options 1) thermaltake toughram with tested latency of 19-23-23-42 2) G.Skill Ripjaws with tested latency of 18-22-22 which is better at latency?

By the time you upgrade, you're likely to prefer DDR5.
No risks involved—it will operate at your CPU's highest capacity. Coffeelake IMC looks solid, so it should function. Even if it does, it won't make a huge difference.
Reduced latency is preferable. Check this out before purchasing: 3200-3600 offers the best balance.

I’m seeing 4000 MHz with a solid connection, so I’ll go with that. For someone new to latency, the one with lower ping is better—check which option has the smallest delay.
