Do you intend to purchase a brand-new setup? You should be able to find a reasonably affordable gaming system within your budget.

It depends on the game. Adding the CPU and GPU would be a good enhancement...

It performs well for most AAA 1080p titles at 60 fps. I had a slightly weaker setup with a Ryzen 5 2400g and RX 570 4 GB, which still provided a decent VR experience. I recommend keeping your investment if it meets your current requirements. For better performance in the future, upgrading to a RX 5700 or RX5500 along with a Ryzen 2600/3600 would be beneficial.

It would be a fairly inexpensive improvement, but I don't believe it's essential or especially helpful at the moment unless he is running out of memory. I'm still using 8 GB of RAM with several demanding games, and while memory usage spikes during play, I haven't encountered any problems. I'm confident that RAM prices will keep dropping and that 16 GB RAM will eventually be as affordable as 8 GB today.

Absolutely you should. I believe your setup will handle ~60 fps smoothly in most titles with minimal issues.
Here’s my configuration and what I’ve noticed playing some popular games:
I usually use a Ryzen 5 2400g, Gigabyte RX 570 with 4 GB VRAM, and 8 GB DDR3200 RAM.
My experience is as follows:
Assassins Creed Unity - High settings @ 55-60 fps (occasional frame drops in busy scenes)
CSGO - Ultra high settings @ 75-90 fps easily
GOW 5 - High settings @ 55-60 fps
Division 2 - High settings @ ~57-60 fps (slight dips during loading new areas)
Resident Evil 2 - High settings @ ~57-60 fps (drops briefly while loading)
Witcher 3 - Very high settings @ 60 fps
Civilization 5/6 - Very high settings @ 60 fps
World of Warships - Very high settings, average stays above 60 fps
Path of Exile - Very high settings
Around ~60 fps you should see consistent performance
Given your 6-core/12-thread CPU and an additional 4 GB of VRAM, you’re likely to notice improved results (particularly if the games make use of extra cores and memory).
