Yes, a NAS can hold a central file reachable from different locations. A static IP might be helpful for consistent access.

I haven't configured a NAS for that before, though I think a static IP and hostname are necessary. A NAS or a simple web-accessible fileserver would work just fine. Even a folder on your desktop PC can be set up for internet use if the machine stays powered on and is reachable remotely.

The issue is it must have a lasting link, which means it can't rely on cloud services because it requires ongoing access to the file.

Are you working from a dorm room or another location? If you require remote access, you’ll likely need an internet connection or invest heavily in a service that offers fiber in your area. Otherwise, setting up should be straightforward.
