Format the drive. This will delete all data currently stored, irrespective of access permissions.

Consider using AOMEI Partition Assistant for a cleaner approach. Simply delete the partition to remove all data, then repartition and format it. A free version is available for this process. https://www.diskpart.com/ppc/partition-a...AKEALw_wcB

Removing and rebuilding the partition isn't essential; the result will match if you only adjust the partition containing the unwanted files.

The reason is that through the years I've discovered the Partition Assistant to be a solution for many of my challenges. I just wanted to offer a potential answer to the OP's question, that's all.
