You can pick it up from Uplay without preordering, but you’ll need to buy it on Steam if you want it for free.

In the Uplay 'Games' section, select the 'Free' category, choose The Division Beta, and proceed to install.

Uncertain about sharing this but Ubisoft emailed the link. If it’s useful for you, you can get it. I don’t enjoy The Division. Also, do you need uPlay installed to play it? I really dislike that kind of thing.
