How do I keep my modifications in the Workspace within Photoshop?

I'm using Photoshop 25.11.0 on the newest Windows 11 version.
The issue is that I dock my panels to the right edge. When I open PS, they are set up as in image 1. I move them to the setup shown in image 2. This requires clicking the Layers tab to bring up the group, then dragging and stretching the top of the Properties panel down to the bottom of the Adjustments panel.
I want this setup to remain my default workspace, but I'm unsure how to achieve that.
When I close PS, the next time I open it, the panels revert to image 1. It's a small inconvenience to reconfigure each time, though it bothers me. I've tried creating a new workspace with this setup, but it still doesn't persist. Any suggestions on how to resolve this?

The current version of PS lacks a Save Workspace feature. However, there is a Lock Workspace option available. I attempted to use it, but upon closing and reopening PS, my custom workspace (DKT3) returned to the setup shown in image 1 from my original post.

I'm unsure about the exact reasoning behind the "solution," but I just wanted to share the unusual aspect of it. My panel tabs were initially arranged as specified. One day I accidentally moved the Layers tab one space to the right. After closing and reopening PS, the panel layout stayed unchanged except for the shifted tab. I then moved the tab back to its original position. Now everything works as expected, and the Layers group doesn't collapse. I'm not sure if this shift caused the outcome, but it seems to have helped.
