More affordable than my Gigabyte B550 m DS3H? Not quite. My Arctic P12 Max (assuming it's quiet) might be connected through a single header on the motherboard.

Adjusting GPU settings is possible unless you prefer setting the GPU as a temperature target instead of CPU. Typically, press 'Del' or 'F6' to enter BIOS, look for options like "Smart Fan 5" and find the hotkey. For more details, refer to the manual at the provided link. Also, it might be that the issue lies elsewhere—my Gigabyte B550 has a strange BIOS bug where fans spike to maximum on reboot.
