I wish I could, but GOG isn’t available in my currency. Considering exchange rates, it might cost a few more dollars on Steam. Should I choose Witcher 3 even though I don’t understand its lore and story, or opt for Just Cause 3? And when is the next Steam sale expected—maybe in three or four months?

The current winter promotion seems to be the strongest offer for some time. It's hard to predict when the next major discount will come. If you have plenty of time, consider getting Witcher 3. Otherwise, it might not be worth it at this price. I should note that I meant a significant amount of time—enough to enjoy Witcher 3, given its length and the depth of its story. Playing Witcher 2 could also help you get a better feel for the series.
