Hitman 2016 causes stuttering issues.

I just got this game from fitgirl—it's essentially the cracked build. I see it stutters sometimes without any apparent cause, but temperatures stay normal and usage doesn't spike. I'm running max settings with VSync off, and the FPS is around 93. Specs: RTX 2080, stock speeds for a Ryzen 5 3600 @4GHz, 16GB RAM at 1333MHz, installed on a WD 2TB drive, 1TB left, OS on 970 EVO plus 68GB remaining (Windows 10 ver 2004).
