I’m just starting out with PC gaming and for more than a year my computer has become very slow when playing games at the lowest settings. Recently, when testing benchmarks, it performed much better in higher, more challenging settings—going from 17 FPS on low to over 100 with medium settings. Can anyone clarify why this happens?

It's quite unusual. If you're looking for a budget-friendly upgrade, consider a GT 1030. For those with more funds, an RX 570 would be a better option.

it isn't completely. it could be slowed down, and increasing the settings might allow it to load enough for the parts that aren't causing the bottleneck

Power profiles offer an alternative. There isn't sufficient demand to force any component into the standard low-power mode.
