What makes case fans, those with higher RPM or lower RPM preferable? How does RPM affect performance, cooling, and noise?

Typically, higher RPMs result in greater airflow but also increased noise. It's usually preferable to use as many fans as feasible, keeping their RPMs low enough to maintain sufficient airflow, which ultimately leads to reduced noise levels.
