The temperatures observed are acceptable for that processor and cooling solution. A reading of 70°C won’t harm the CPU.

Occasionally it climbs as high as 80, with the hottest readings reaching 85°C (that was uncommon)

It's not the worst cooler, but I think the CPU generates a lot of heat, so it won't cool as efficiently as a larger unit. The situation also relies on your case, fans, and the case's fan settings.

I wouldn't be concerned. My 12400 hits reach 85°C when the stock cooler is under heavy use. I'd only consider adjustments if it goes up to 90°C.
