Sure! It sounds like you're noticing some unusual behavior after adjusting your settings. Running at 3.9 and 1.18v with stable performance is good, but the low idle temperatures combined with in-game temps hovering around 70°C could indicate a potential issue. This might be related to overheating or thermal throttling. It's not immediately dangerous, but you should monitor your system closely and consider checking cooling solutions if the trend continues.

Consider replacing and installing a new cooler on the processor. I own a Ryzen 5 3600x with a 600W supply from Njoy, a G. B450M S2H motherboard, and an Arctic Freezer 7X. During idle, temperatures hover near 40°C. In games like Rocket League or CS:GO, I maintain around 50°C, but during AIDA stability tests the CPU stays at 100% load with spikes reaching 78°C before the cooler reaches full speed. I believe this suggests an issue with your air cooler or improper installation. I recommend switching to a more effective air cooler—my $20 model performs excellently.

download aida64, begin system stability test, allow it to operate for at least half an hour. if the cpu remains stable below 80 degrees celsius, everything is okay. initially you might increase slightly, but after a minute it should maintain a steady temperature. if you have time and can extend the test to one hour or longer without crashes, the settings are acceptable.
