In technical terms, even for residential use, opt for business class. Simply state you operate a small business from home; if additional requirements arise, complete the necessary forms to establish an LLC.

You should be able to, yes. Most ISPs don't really care unless they need to run new fiber or something.

You can use software to change your IP settings so your domain stays linked to your current IP address, eliminating the need for a static IP. I’m not very familiar with it, but it seems to exist.

Many locations provide Dynamic DNS options, typically you install a program or client on a networked device and it periodically checks in, while the distant end updates its mapping with the IP address it detects the traffic comes from.

Even high-end cable connections will struggle with slower uploads compared to fiber. It’s how cable networks operate. You should still manage to get the connection working, but it’ll cost significantly more for a tiny improvement in performance. Still, if it’s the only provider offering an external static IP, it might be worth considering.
