I turned off C-States in the BIOS and haven’t experienced any shutdowns yet, even with CO at -10 and PBO enabled. It doesn’t seem to stop the CPU power-saving features. I’m wondering if raising the voltage might have helped before, assuming it wasn’t the real issue.
