Hello, this problem appeared about two months back. Generally, my main FPS stays steady, but I notice drops in the 99% FPS section (thanks to NVIDIA overlay, which usually shows around 1% loss), plus stutters that make games feel slow and strange. It occurs across all titles. When capped at 60 FPS, the 99% FPS falls into the 30s–40s range and causes stuttering. In Left 4 Dead 2 I maintain a steady 200+ FPS, but the 99% FPS drops to the 80s/100s with stutters or even freezes. This seems to affect nearly every game.

Current specs: MSI Ventus 3x 8G OC Edition 3060TI (acquired 5 months ago), I7-11700F CPU (replaced 5 months ago), 64GB DDR4 RAM (bought 5 months ago), EVGA 850W PSU (just got it 4 days ago), B560-DS3H-AC-Y1 motherboard (replaced 5 months ago), Samsung 27" monitor, limited to 60Hz but up to 240Hz (about 1.5 years old), Kingston SNVS500G 500GB SSD (1.5 years old), Seagate Barracuda 1TB HDD (1.5 years old). Operating system: Windows 11 Home 64 Bit.

I've tried several fixes: downgrading OS, upgrading to Windows 11, reinstalling drivers, not overclocking, adjusting temperatures, enabling/disabling XMP, switching from Wi-Fi to Ethernet, changing power supply, running hardware tests on RAM, CPU, GPU, checking SSD and HDD health, and testing the PC in another location. Nothing resolved the issue.

Check the newest NVIDIA drivers and BIOS for your motherboard. It seems the BIOS isn’t the standard retail release, so I’m unsure if it’s up to date—I’ll reach out for confirmation. For the GPU VBIOS, I couldn’t locate the latest version online; my GPU-Z shows a September 2021 build.

You can verify your BIOS version within the BIOS or with software such as CPU-Z, Aida64, Speccy, etc. If the system is a prebuilt model like a CyberPower PC and employs a custom board, the ODM may list its BIOS on their website. Not being able to locate the latest vBios for your card when you didn't specify the exact model can be helpful.

Close GeForce Experience and the NVIDIA Game Overlay. Open Task Manager with the details view to confirm the program is shut down. It’s a resource hog and runs very slowly.

BIOS version is F4. The setup was initially ready-made, yet I upgraded several components a while back, though the motherboard remains unchanged. I plan to look it up later. The graphics card is an MSI Ventus 3x 8G OC Edition 3060TI.

Experience closed GeForce fully through the task manager. Performance remains unchanged unfortunately.

Have you considered swapping out the Seagate mechanical drive? I don’t like outdated tech. Start ThrottleStop at https://www.techpowerup.com/download/tec...ottlestop/. Enable the Log File feature on the main screen and play a game for 15 minutes. After testing, close ThrottleStop so it can save its log. Paste the log data here at http://www.pastebin.com and share a screenshot of both the ThrottleStop TPL and FIVR interfaces. The 11700F (non K) has a low TDP of 65W, which may lead to power throttling and sluggish performance. The TPL image will display the actual power limits. The log file should highlight any throttling events. Are you using any MSI control utilities? It’s best to clear all MSI-related files during testing since some can interfere with turbo settings, sometimes bringing them down to zero watts. Power limit throttling is a common fix—ThrottleStop can help identify and resolve it.

I don't have any MSI connected programs. I'll proceed to download throttlestop and forward the log file.

The Log File option is automatically selected when you enable it. No further action needed.
