The issue lies in the limited space for transferring heat, making it challenging to manage. If nothing is done, my 5600X stays around 2-3C above coolant temperature, but with Firefox or Steam it rises 10-15C. In CB23 it can reach about 40C above, though I’ve seen 30-35C in games. With PBO+AutoOC and a .05mv negative offset, the problem remains significant.
It's noteworthy that the 5600x handles heat well relative to the 5800x. Online users often mention difficulties managing it, but I haven't encountered many similar issues for the 5600x. My system performs smoothly with the same cooler (NH-C14s) compared to my 3800xt. The downside is that these chips rely heavily on temperature; even small changes can significantly affect performance during all-core tasks.
I own the 5800x and the noctua nh d15 idle at 35C room temp 21C. I have two Noctua 140mm redux 1200rpm fans in front and one 120mm ml from corsair inside the 4000d airflow case. At idle, it's barely audible. I used the "ai fan tuner" on my asus rog b550 strix while gaming—it doesn't reach 65C even with fans spinning at 1000 to 1100 rpm. I run a standard 4,550 ghz overclock at 1.25v. Maybe you should reapply the cooler?
