Utilizing a hard drive instead of an SSD will significantly reduce your performance.
Consider purchasing an SSD and cloning your C drive to it.

Hello,
I was considering this because I've owned the disk for five years and it has survived multiple freezes. However, it feels odd since CrystalDiskInfo shows it's in good shape (blue) and the speeds are still solid. The issue is that programs like msi ab show different performance numbers than what I actually see (msi: 90-100, but the game runs very slowly, around 30-40 FPS). Why does this discrepancy happen? If any part failed, shouldn't msi ab and other tools give me low frame rates too?

When you load a texture, such as from an SSD, it will be processed 40 times quicker. A SSD significantly enhances speed.

Ah obviously an SSD is thousands of times faster than an HDD and I won't deny that. I ordered an NVMe SSD a few hours ago online and I'm waiting for it to arrive to do performance tests and see if the problem there was the HDD, which I'm already telling you that I've never had problems with the FPS since the last freeze the PC had.
I will update them as the days go by, thank you for all the support you are giving me here, it is the only forum that does have people looking to help

Hello! The NVMe came in yesterday and I've already run performance tests. The results show no significant difference except for loading files and starting the system :c. Now what are you thinking? Do you think it might be the RAM or the GPU? If so, how can I determine which one is causing the issue?

http://valid.x86.fr/bench/qnpdah
Man sollte nicht erwarten, eine hohe Leistung zu erzielen.

No, it wasn't resolved and it definitely isn't the PSU I assumed. After testing with another source in a different MoBo, the light still doesn't turn on. This LED only activates briefly when I shut down the PC, disconnect the PSU, wait a few minutes, then reconnect it, as if it were a camera flash.

How could I check the GPU to verify its performance? Since MSI AB reports everything is fine, I need further testing.

A video explaining the issue:
Wow, I didn't realize my Xeon was so much less powerful than most CPUs, but before the freeze there were no performance issues. I'll run a CPUz test and share the results later.

Edit: CPUz benchmark results: https://imgur.com/a/LD3sX8Z
