If the CPU is the limiting factor, you're not seeing better performance even with higher settings. Increasing GPU usage doesn't help because the bottleneck remains elsewhere.

If you're not clear on this, I'm not really sure since it seems straightforward—this is just how CSGO works, as others mentioned before, like in GTA. It might be better to set a stable frame rate, such as 200 or 180 FPS, so the experience feels smoother and less unstable.
