So, this is an issue I've seen people discussing, all over the place. I've spent HOURS and HOURS looking for solutions, I've tried moding the fan curves, I've tried disabling PBO, I've tried powered balance and god knows what else. BUT today, I've found a solution. so first and foremost, I'm running a Ryzen 3900x on the MSI MEG Ace motherboard, and the problem that I had was, that my CPU temps would ramp up + 10 °C every couple of seconds and then climb back down almost as quickly before it would ramp back up and so on and so fourth. I finally realized that my core voltage was consistently at ~1.4v and would not drop below like ~1.3v. I spent hours looking at solutions from, changing ram speeds to, updating bios to changing power plans and moding fan curves, disabeling monitoring software etc... However, I have finally found a solution that works for me, and I hope it will work for you too! first let me say, I download AMD Ryzen master and as soon as I started it, it did seem to have an impact on flattening the curve, but it really didnt solve my problem. the solution was simple for me, I went into my power plan advanced settings [I have it set to AMD High Performance] [I obviously tried other settings, power save did solve the problem, but limited my computers performance] Power Plan> Advanced settings> Processor power management> Maximum processor state> and changed it to 99% BOOM, Solved immediately, my CPU core voltage dropped instantaneously and the CPU temp spikes stopped the second I clicked apply. YouTube offers that feature? I hadn’t realized it existed before. Appreciate the notice. It looks like a typical extended frequency range setup from the start for those Ryzen models. Adjusting the Windows power plans to change the voltage seems to be what you did. Either way, the CPU handled it fine—just a bit of extra attention to see it.

My 2700x reaches 1.50v. Just reset all my defaults and that's what XFR handles. It boosts voltage during light loads, drawing less current than lower voltages but more under heavy loads. High voltage with low current is fine. The real problem comes when someone runs a 3900x at 1.400v, 4.3ghz, all cores on—this can stress the CPU/board. I know the setup well enough to stay safe. I've removed 4 Ryzen units and have three running Ryzen systems at home.
Shastin, you're one of those rare people who really gets it... I've spent countless hours trying to fix this problem. When Chrome or simple tasks start, your CPU temperature jumps from around 36°C to 60°C. The fan noise becomes a constant annoyance! I've tweaked the fan curves but nothing helped much since the spikes were too high. I checked the thread on Necro and thought it might help others, so I posted it. After adjusting the limits to 99, the combustion benchmark improved slightly, temps dropped, and fans got quieter... what a relief! Updated September 22, 2020 by Blue_Juice
You're using Linux. You can adjust fan speeds based on CPU temperature. Setting idle speed until the CPU reaches around 55°C ensures quieter operation during light tasks. Some motherboard BIOS settings let you pause fans for a few seconds before they start, which helps prevent unnecessary noise and reduces constant spinning. This method has worked well with your 3900X and 3600 since October.
