High-end PC issues with random stutters on Ryzen 7 7700X and 4090 processors
Hello. I recently acquired a 4090 and have encountered this odd problem: my games occasionally stutter randomly, typically after about ten minutes of play. The issue doesn’t seem related to software bloat, as temperatures remain normal in the recorded videos. When I used a different configuration with a 3080, it didn’t occur. Since buying the 4090, I’ve made several adjustments: upgraded power supply and updated the BIOS. This stutter appears in Apex Legends, Warzone 2.0, BF 2042, Watch Dogs 2, and GTA V, but not in Dying Light 2 or Hogwarts Legacy. I’m unsure what to do and would be open to donating via PayPal if someone can help resolve it.
PC Specifications: Ryzen 7 7700X, Asus ROG STRIX 4090, ASUS ROG STRIX B650E-E, 32GB DDR5 6000MHz CL32, Kingston Fury Renegade 2x M.2 SSD, 1x SATA 3 SSD, 1x SATA 3 HDD, Be Quiet 1200W Platinum PSU. All games are installed on an SSD.
I’ve tried the following: installing Windows 10 Pro and Windows 11 Pro, removing GPU OC, disabling fTPM in BIOS, updating BIOS/Nvidia drivers/chipset to latest versions, turning off D.O.C.P in BIOS, disabling V-sync/G-sync in NVCP, switching HPET in settings, enabling/disabling various game features, using FPS Monitor, adjusting GeForce Experience, setting High Performance mode in Windows and NVCP, disabling 4G decoding & ReBAR in BIOS, limiting FPS, running MemTest86, updating VBIOS, downgrading BIOS, reducing Nvidia driver version, turning off Bluetooth/Wi-Fi/USB audio in BIOS.

I have a machine with comparable specifications and I believe the 7700X might be problematic. Consider reverting to the 3080 and see how it performs. You might also attempt lowering the BIOS settings. Note: some BIOS models block downgrade checks before you continue.
Sorry, I can't use 3080 for testing since I've already sold it.
The settings you changed don’t affect the current VBIOS version reported by GPU-Z. It should remain consistent unless there’s an underlying issue.
I believe it could work by flipping the switch and testing it out. You can refresh vbios via tools on the ASUS website. https://rog.asus.com/graphics-cards/grap...desk_bios/ The link is just for reference; look up compatible vbios yourself.
