High end PC issues - stuttering and FPS drops

I've been searching for similar topics but haven't found a solution to my issue.
Here are my specifications:
Processor: AMD Ryzen 9 3900X (12 cores / 24 threads / 4.6 GHz)
Motherboard: ASUS ROG Strix X570-F Gaming - ATX / X570
Chassis: Corsair Obsidian 500D SE / RGB
Power Supply: Corsair RM750X V2 / 750W / 80+ Gold - Svart
Cooling: Corsair H100i RGB Platinum / 240mm
GPU: MSI GeForce RTX 2080 Super Gaming X Trio 8GB
Memory: Samsung SSD QVO 860 2TB
Operating System: Windows 10
RAM: Corsair Vengeance RGB PRO 32GB (2x16GB)
Extra fan: Corsair LL120 RGB / PWM / 120mm / 1-pack / Add-on - Svart
I'm experiencing stutter and FPS drops in all games. The PC is new, purchased only a few months ago. I play games like Battlefield, World of Tanks, LoL, Assassins Creed, etc. The FPS drops for 1-2 seconds, then everything returns to normal, regardless of settings. It's strange—I shouldn't even be able to achieve this.
This issue occurs daily across all games I play. My old PC, which is much worse, didn't have these problems, so it's really unusual. I'm struggling to figure out the main cause.
What I've tried:
- Disabled Xbox game bar – no effect
- Cleaned dust from PC – no change
- Uninstalled iCue – no difference
- Switched monitors – no improvement
- Turned off shadowplay in GeForce Experience – no change
- Updated all drivers – no impact
- Disabled USB port 3.2 – no difference
- Ran sfc/scannow – nothing found
- Closed background programs – no effect
- Disabled diagnostic service – no improvement
- Reduced graphics settings – no change
- Removed MSI Afterburner – no difference
- Set battery power for maximum performance
- Tried VSync on and off – no impact
- Scanned PC for viruses – no issues
- Reinstalled Windows – no difference
My GPU temperature is around 50% during gaming, and usage stays near 98% in Assassins Creed Odyssey. The same in other games. My CPU runs at about 62% with fluctuating usage.
I've invested a lot of money and time into this PC; it wasn't built by me, but by the manufacturer. I've tried almost everything possible. It seems there should be no issues with this setup given its specifications.

Consider using ccleaner and the tool that scans for registry issues. During the last scan, I discovered numerous problems in my registry.
