No sounds are coming from the AIO. I haven’t used the BIOS yet, so I’m not sure what I’m doing (the CPU is still at 91°C).

Registering 0 or no RPM for all your fans, I’d inspect the connections of each fan to the motherboard. Check if it’s an AIO unit where everything connects to a controller on the AIO block—ensure it’s still receiving power from the CPU fan connector or a 4-pin Molex, otherwise something might not be supplying power to the pump.

That is a very good radiator position. I wish it were as simple for you as repositioning. Sorry that wasn't the answer

I’m confident the 4-pin fan controller and the SATA cable are properly connected, but I noticed the USB isn’t plugged in now—unlike before these problems occurred when everything functioned correctly.

Due to an issue, the motherboard isn't detecting RPM. By connecting the pump and fans directly to the board around the fan controller, you can determine if the controller needs replacement.

Everyone is putting in effort, but I'm unsure if the AIO or the CPU needs fixing.

It looks like the pump would still work; otherwise, you'd face more stability problems or it might not start at all.

It’s clear the CPU temperature rose consistently each second until it reached a steady 91°C. Your worry about the download is understandable, but without more details it’s hard to pinpoint the exact cause.

Try placing an inexpensive air cooler near the CPU and observe if the issue disappears
