The Ryzen 7 3700X behaves consistently in temperatures across both BIOS and OS settings. For a brand new system, remember these points: 1) verify for updated BIOS versions—my x570 board showed significant changes in voltage and temperature between major revisions. 2) configure the memory profile if using RAM faster than 2133MHz. 3) add the AMD chipset drivers, which also contain Windows 10 power profiles.
You're also using a 120-watt chip with an air cooler. Ryzen tends to get a bit warmer, especially on a custom water loop setup where I still see temperatures around 70°C. It should handle it safely, slowing down as it nears the maximum of 95°C. You should be okay. For comparison, my 3700X is still warm after running F@H, while the 5800X seems to drop a bit less when idle.
The air cooler isn't very important; the Dark Rock 4 works well with the 5800X.
They faced the same problem you did. The 5800x was running at around 70°C with voltage fluctuating near 1.45V. Following the advice from @Left-O-Matic, I installed the AMD chipset drivers (which also contain Windows 10 power profiles). Now my voltage stays between 1.1 and 1.4V, instead of staying stuck at 1.45V. This should help with the high CPU temperature during idle. Hope this resolves the issue! Thanks @Left-O-Matic.
