Hi, I'm looking to lower my CPU's clock speed beyond the top limit without using a high-end cooler. Any advice? I was thinking of getting the classic Hyper Evo 212 with two fans instead of one. What do you think?

Your options may be limited.
Assuming your case is normal sized, it should be able to handle a tower type air cooler 160mm tall.
Look for one with a 120mm fan.
Smaller 92mm fans are not effective, and downdraft coolers are not very effective either.
Hyper212 is decent, as well as virtually any other tower type cooler with a 120 or 140mm fan.
Heat is generated from high vcore, and how high you try to oc will determine what your vcore will be.
As of 1/13/17
What percent can get an overclock at a somewhat sane 1.4v Vcore.
I7-7700K
4.9 74%
5.0 56%
5.1 26%...

I'm having trouble finding that information in South America, Argentina. I think I saw the artic freezer 13 by the Evo, but I'm worried about the cooling system.

On my country I can only locate the hyper Evo 212 and watercoolers like H60 Corsair or even better... nothing similar, well thanks anyway.
