Looking for a suitable cooler under $90 that fits an i7 6700k at around 4.7GHz, without liquid coolers or noisiness. Here are some recommendations with links.

I notice a noticeable temperature difference between the two coolers. If the Thermalright Le Grand Macho RT isn't within your budget, then I'd recommend checking out the True Spirit instead. But if you're able to buy the Le Grand Macho RT, go for it.

The Budget? Cooler Master Hyper 612 supports overclocking. Quietly, Dark Rock Pro is also decent. Ultimately, it depends on your budget.

Choose Cryorig R1 Ultimate or R1 Universal based on your needs and a budget around $90.
Opt for Cryorig H5 Ultimate or H5 Universal if you're on a tighter budget, roughly half the cost of the R1.

I've been considering the more budget-friendly Cooler Master Hyper 212 EVO to manage 4.7 ghz.

It should manage it, though the temperatures might rise a bit (around the low 80s). If that works for you, a Hyper 212 Evo will do.

Would the Thermalright Le Grand Macho RT provide adequate performance, and what would the heat feel like?

Would the Thermalright Le Grand Macho RT provide enough effectiveness, and what would the heat feel like? The review mentions achieving a 4.6 GHz OC with that cooler, and temperatures seem acceptable.
