Today I changed the Asus TUF b460m plus Wi-Fi BIOS to 1101 instead of 0201. Now it keeps saying "bios update led firmware – don’t shut down or restart to avoid system failure." The regular flashing worked fine, so I’m confused about what’s actually happening.

Erase CMOS and attempt again. If it fails, re-flash the BIOS.
