I'm considering whether to purchase an 9060 xt or a 9070 next year, and I noticed in my area the Sapphire is quite affordable at 12729mxm (739 USD) for the 9070 and 9060xt at 8800mxm (509 dollars), or should I opt for a gigabyte?

They are excellent graphics cards.
For 1440p gaming, the RX 9070 or RX 9070 XT is the best choice between the two.

Sapphire has been around for a long time. I wouldn't face any problems purchasing one of their cards.

They are among the few AMD-only AIBs, similar to XFX. Usually they perform well. My experience seems to be a sapphire.
