It seems you're experiencing FPS limits due to V-Sync or similar settings. Backgrounds appearing low-poly is common. You might try changing the viewing distance in the settings to see more detail.

The problem isn't the 60 fps setting itself, since you're using that monitor. The issue lies with VSync and your viewing distance settings. Check where those options are located in your display preferences.
